Sir,

With reference to your letter of the 23rd instant
relative to the question of the future development of
radiotelephone services in Hong Kong, I am directed by the
Postmaster General to say, for the information of the
Secretary of state, that the Imperial and International
Communications Company recently approached this Department
with a view to securing its support in obtaining a concession
for radiotelephony in Hong Kong. A copy of the correspondence
is enclosed.
It will be seen that this Department expressed its
willingness to co-operate with the Company in working a
telephone service between this country and Hong Kong if the
Company obtained a concession at the latter place. It also
reserved its right, in general terms, to work with whatever
organisation could give access to subscribers' stations in
the area concerned.
The Postmaster General would hesitate, without a
comprehensive knowledge of the local conditions and the
available financial resources, to express an opinion on the
merits of the question whether the radiotelephone services
in Hong Kong would best be operated by the Hong Kong
Administration or by a private Corporation. He would, of
course, be prepared to co-operate with the Administration if
it should be decided that they should work the service
themselves, and he would also be prepared to co-operate with
The Under Secretary of State,
COLONIAL OFFICE.
